Abstract

This resolution reaffirms that SUNY community college faculties hold primary responsibility for curriculum, academic standards, assessment, and instructional design, grounded in New York regulations (8 NYCRR § 605.1), the AAUP’s 1966 governance principles, and the 2015 joint SUNY–CUNY shared governance statement. The resolution responds to accelerating pressures—from microcredentials, credit for prior learning, and non-credit-to-credit pathways to Gen Ed changes, developmental education reform, and other initiatives—along with expanded remote, hybrid, and HyFlex modalities that heighten the need for faculty oversight to protect quality, accessibility, and student success. It warns against bypassing shared governance in the name of expediency or innovation and calls on faculty to actively exercise their purview at both campus and system levels. Finally, it urges presidents, CAOs, local boards, SUNY System Administration, the SUNY Board of Trustees, and state leaders to ensure curricular decisions proceed through transparent, deliberative, consultative, faculty-driven shared governance processes.
