    Abstract
    Established in the 1890s, the Western House of Refuge at Albion was intended to rehabilitate young women who failed to adhere to gender norms. Upon hiring Mrs. Flora Daniels of Buffalo in 1915, the new matron's progressive mentality created a rift between members of the Board of Managers.
