This research will look at an Upstate New York County Landfill which recently entered into a public-private partnership with the goal of long term profitability and sustainability. Previous research has been conducted on this topic in regards to the shift to a public-private partnership. While this arrangement has proved to be beneficial, there are now additional issues facing the establishment as a result of its growth. Our goal is to examine the effects of the partnership and look into the issues that now face the county as well as the company which manages the landfill facility. While outsourcing the management of the landfill facility has been financially rewarding, it poses some environmental problems. As business has increased, so has runoff and odor. As a result, groups have began to target the landfill as a cause of harmful pollution. In order to accomplish this task, we will make use of previous work and collect new data as it applies to our research. We will use existing documentation, site visits, and personal interviews with relevant individuals.
