from the introduction, ". . .In this report, comparative information is presented since managers ultimately needed to decide on which, if any, of these areas were suitable for the containment of dredged material. However, as will be emphasized throughout this report, the study areas are geographically separated, and they perhaps represent distinctly different environments. In addition, because of the limited scope of this survey, no attempt was made here to evaluate the relative contribution of these areas to the local resources. The significance of these areas to resources in Raritan Bay, Newark Bay, and the East River would have required a much larger, longer term effort."
