    from the conclusions and recommendations, "The per capita production of municipal solid wastes is higher in the United States than in any other country in the world. One factor which contributes to the magnitude of this waste disposal problem is the failure to assess the full costs of disposal. According to many, this subsidy encourages production of wastes and discourages recycling. . ."
