    from the conclusions and recommendations, ". . .Based on our evaluation of existing data on environmental effects we rank the five disposal alternatives in the following order of decreasing acceptability: (1) hydraulic dredging and pipeline disposal in confined submerged locations adjacent to Harbor channels, (2) overboard disposal adjacent to Harbor channels in unconfined locations, (3) marsh creation, (4) island construction, (5) upland disposal. . ."
